The New York Times reported that former National Security Advisor Michael Flynn was present during highly sensitive briefings despite concerns among career CIA staff that he was at risk of blackmail over his contacts with the Russians. Attorney General Jeff Sessions announced a new crime-fighting partnership between the Department of Justice and a dozen cities across the country. Meanwhile, Sessions has hired personal counsel to advise him during the Government's investigation into Russian interference with the presidential election last year. And the Trump administration has issued disputed cost-sharing payments to health insurers for the month of July, eliminating for at least a month the prospect of an imminent collapse of the Affordable Care Act's insurance marketplaces.

President Trump's latest tweets about the Muslim Ban have drawn further analysis. A number of Twitter users have invoked to the First Amendment to demand that Trump unblock their accounts. An intelligence contractor has been charged in the first leak case under Trump. The Trump Administration is struggling to fill key positions—most notably FBI director. Former FBI Director James Comey reportedly asked Attorney General Jeff Sessions not to leave him alone in a room with the President. And facing Trump's fury over Russia, Sessions at one point reportedly floated his resignation to the President.

President Trump’s campaign rhetoric was the primary focus of Fourth Circuit Court of Appeals oral arguments on the revised entry ban. Former Acting Attorney General Sally Yates testified that she warned the White House that Michael Flynn could be blackmailed by Russia. The EPA Administrator dismissed half of the scientific advisers on a key board. And there are reports that no women are included in the Republican effort to rewrite the health care bill in the Senate.

President Trump issued a controversial "Loyalty Day" proclamation. The new budget does not permit Trump to build a border wall with Mexico. The Office of Government Ethics detailed new restrictions on Ivanka Trump. Trump has misdescribed (or lied about) key aspects of his proposed health care bill, including its coverage of people with pre-existing conditions. The D.C. Circuit declined to reconsider a decision upholding Obama-era net neutrality rules, though Trump's FCC likely will revise that policy.

The President signed an executive order that directs federal agencies to review employment immigration laws to promote “Hire American” policies. A miscommunication led the White House to announce that an American aircraft carrier was sent into the Sea of Japan when it was actually in the Sundra Strait. And amidst discord among officials, the Administration postponed a major meeting to discuss the future of the Paris climate agreement.
